Selecting the correct mode of transport is dependent on certain factors (to name a few):
Total weight and dimensions of the product
Type of packaging and cost involved (cargo that will be subject to intense handling require more secure packing)
Type of cargo (hazardous?, perishable? Etc.)
The time limit allowed to deliver the goods to the buyer
The buyer's location and available infrastructure for that area.
Depending on the type of product, does the destination port have the necessary facilities to handle the cargo?
Does the buyer have the necessary facilities at his premises to handle off-loading from the selected mode of transport. Example does he have the facility to off-load a container at his premises?
